Meaning: slow [or quick] to understand a situation
Example: Keith never got a chance to play in the school marching band because he was slow off the mark and didn’t sign up for it by the deadline. Katherine succeeds at whatever she attempts because she‘s very much aware of what’s going on around her. She’s quick off the mark.
